Bill Summary: This Bill would have prohibited the transfer or diversion of funds from the TTF to the General Fund, unless 1)The Governor declares the transfer necessary due to extraordinary financial circumstances; and 2) Legislation is enacted prior to the transfer or diversion that provides for repayment of the funds within 5 years after the transfer of diversion; with repayment commencing immediately.

History: This bill died without a vote in the Budget & Taxation Committee.

Position Summary: The Maryland Chamber supported this legislation because it was consistent with the Chamber's business agenda, which urges the legislature and the state to protect the funds currently in the Transportation Trust Fund, as well as those designated for the Fund. A healthy Transportation Trust Fund is essential to the productivity of Maryland's infrastructure, roads, bridges, highways, ports, and rail.
