Bill Summary: This bill will expand the ability of health insurance carriers to provide wellness programs, including a limited ability to base the programs on incentives to satisfy a standard that is related to a health factor. Wellness incentives may not exceed 20% of the cost of coverage. A wellness program must be reasonably designed to promote health or prevent disease.

History: The Chamber supported several bills that were enacted in 2007 that have allowed for expanded use of wellness programs by health insurance carriers and adjustments to premium rates for participation in such programs. SB 638 was enacted as Chapter 683.

Chamber Position: Support

Position Summary: The MD Chamber supports expanded use of wellness programs as a means of reducing the prevalence of chronic conditions that consume most health care dollars. The bill allows a reasonable consideration of incentives for employees to improve their health.
