Bill Summary: This bill would have required individuals to obtain health insurance coverage for their dependent children or face a loss of $25 in their dependent exemption ($50 if filing joint) when they file their individual income tax returns. The bill would have been effective for tax years 2011 - 2013.

History: Legislation enacted in recent years has increased the income eligibility of children for the MCHIP program. Recent legislation will also require, beginning with 2008 state income tax return filings, that individuals report the presence or absence of health insurance coverage for each dependent child claimed. In 2009 SB 577 died without a vote in the Finance Committee.

Chamber Position: Support

Position Summary: The MD Chamber 2009 Business Agenda states that health insurance is ultimately an individual's responsibility, and that individuals who can afford to purchase health insurance should be encouraged to do so. This bill was consistent with that policy as it encouraged individuals to obtain dependent health insurance coverage through public or private programs.
