Bill Summary: Authorizes those counties that currently do not impose a transfer tax to impose a transfer tax of up to .5%; and authorizes municipal corporations to impose a transfer tax of up to .5%.

Position Summary: The new municipal transfer tax would be an additional cost, would result in multiple taxation of the same property at both the county and municipality levels, and adds another layer of tax compliance and therefore complexity for businesses.
