This bill would require certain persons who operate or control the management of a nursing home to obtain a 2-year license from the Secretary of Health and Mental Hygeine. Prior to issuing a license, the Secretary must investigate the background of each partner, officer, director or managing employee and review the compliance history of each person who operated a nursing home in another jurisdiction during the preceding 5 years.

Summary: The MD Chamber opposes this bill because it is far too sweeping in the extent of information required in order to obtain a nursing home operator's license. Such facilities are already licensed by the Department's Office of Health Care Quality. If additional information is needed to ensure the protection of nursing home residents, the requested data should be far more targeted to the actual need.
