Bill Number: HB 1185

Bill Title: Maryland Transit Administration - Public Transit Services - Efficiency and Performance Standards

Bill Sponsor(s): Chair, W&M and Chair, Appr. (By Request - DOT)

Subject: Transportation

Committee: W&M

Bill Summary: This bill repeals provisions of law relating to the percentage of operating costs that must be recovered from specified revenues for specified public transit services; requires the Maryland Transit Administration to implement performance indicators to track transit service efficiency; requires the Administration to submit an annual report to specified committees of the General Assembly; provides for periodic management audits to evaluate performance of transit services; etc.

History: None

Chamber Position: Oppose

Position Summary: Public transit is critically important for the efficient and effective movement of people in the region. Some standard of accountability is needed to ensure our limited Transportation Fund dollars are being spent in the most cost-effective manner possible. Repealing the current farebox recovery goal of the Maryland Transit Authority of 50% operating costs would eliminate accountability for cost-efficiency. For this reason, the Maryland Chamber opposes HB 1185.
