Bill Summary: This bill would establish a MD Universal Health Care Plan for all Maryland residents and non-residents working in Maryland. The plan would be funded by directing all Medicaid funds to the plan, except nursing home funds, and public health funds currently paid to local governments.

History: In 2005 SB 727 died in FIN without a vote. In 2006 HB 1152 received an unfavorable report in the HGO Committee. In 2007 HB 400 died without a vote in the HGO Committee.

Chamber Position: Oppose

Position Summary: The Chamber opposes this large underfunded mandate. This bill would move away from a market based health care system, which would drive jobs out of the state.
