Bill Positions

Bill Number: HB 970

Bill Title: Procurement - Prevailing Wage

Bill Sponsor(s): Delegate Braveboy

Subject: Procurement

Committee: ECM

Bill Summary: This bill would require that the state Prevailing Wage rate law apply to any construction project that receives state funds in any amount.

History: SB 202 of 2000 reduced the threshold for applying the state Prevailing Wage rate law from at least 50% state funding of non-school projects and 75% state funding for school construction projects to any project funded at least 50% with state funds.

Chamber Position: Oppose

Position Summary: At a time that there are inadequate funds to support needed capital improvements, there is no justification for paying above market wages on state-funded construction projects. Wages shouls be set in the marketplace, not by state government.
